Under the responsibility of the Humanitarian Donor Manager, the  Proposal Development Advisor will  lead  on  a new  proposal  development  for  the  Oxfam´s confederation to be submitted to DG ECHO. The Proposal Development Advisor will be responsible for the development of a multi-country and multi-stakeholders strategic opportunity led by Oxfam Intermón. He/she will be responsible to ensure the proposal is of high quality, complete and compliant.

What will be your functions? 
  • Ensure the timely and high quality delivery of the proposal to the donor following donor standards and requirements and internal quality standards. 
  • Coordinate the proposal development process with country teams, the Global Humanitarian Team (GHT), funding teams and Oxfam´s affiliates
  • Provide support to country teams on the proposal development process and on the specific donor requirements for this strategic funding opportunity
  • Verify compliance with the administrative conditions and the completeness of the annexes. Check the consistency between the narrative and financial parts of the proposal.

  • Commitment to Oxfam’s safeguarding policies to ensure all people who come into contact with Oxfam are as safe as possible. 
  • University degree in Management, Economics or International Cooperation
  • Excellent command of English and Spanish, both oral and written
  • Demonstrable experience and success in multi-year, multi-stakeholders and high-value proposals development 
  • Experience working with DG ECHO and/or with other humanitarian donors
  • Ability to work effectively with others and demonstrable experience in engaging and coordinating with a wide range of stakeholders
  • Field experience in the field of humanitarian assistance
  • Excellent written expression skills and ability to synthesize
  • Flexibility and adaptability: ability to work under pressure
