Key Responsibilities

Oxfam Intermon is looking for a flying Watsan position reporting to the Water, Sanitation and Hygiene Coordinator in Barcelona. The selected person will be responsible of the Water and Sanitation (Watsan) technical response in emergency interventions and will provide field support to teams during different program phases in humanitarian projects (preparedness, response and recovery) and resiliency based programs.

Key Responsibilities

Emergency response (primary responsibility)

Asses Water and Sanitation situations and identify the actions to cover Watsan needs in order to provide an efficient and rapid humanitarian response.
Evaluate Public Health risks related to Water, Sanitation and Hygiene practices.
Together with Public Health Promotion team, select and recommend appropriate technical solutions adapted to cultural context and in consultation with the affected population.
Design and set up of emergency water supply systems and sanitation facilities.
Follow-up of Watsan activities and initiatives in close coordination with Public Health Promotion teams.
Planning and follow-up of budget expenses and logistics requests related to Watsan activities.
Select, manage and assure the capacity building of Watsan technical teams.
Identify and evaluate existing Watsan resources, local partner's capacities, WaSH humanitarian actors and governmental capacities.
Contribute on proposal writing and reporting.
Represent Oxfam in Wash clusters and in front of humanitarian agencies and governmental authorities.

Team & Resilience program support
Provide Watsan technical training & capacity building to Oxfam teams and local partners.
Carry out project evaluations (completed and ongoing projects).
Conduct gap filling of key WaSH positions (short term).
Carry out WaSH field assessments to identify potential interventions.

Headquarters support (20-25% of the time)
Work on Watsan technical guidelines and trainings.
Participate in forums and universities on issues connected with WASH.
Support ongoing WaSH projects.

Experience and Skills

Minimum experience of 3 years working in WASH Humanitarian programs. Knowledge and experience in water engineering (water collection and supply systems, water quality analysis and treatment) and sanitation facilities for emergencies in rural and urban contexts preferably in countries with a high level humanitarian profile.

Experience in emergency programmes is indispensable.
University degree in any area connected with water, sanitation or equivalent engineering qualification: civil engineering, environmental sciences, geology, hydrogeology, physics and chemistry.
Postgraduate studies related to WASH in developing countries will be very much valued would be an advantage.
Languages: Fluent in French and Spanish. High level of English would be highly desirable.
Availability for travelling with a short warning period. It is estimated that 80% of the time will be spent in the field (missions period between 4 weeks and 3 months maximum).

- Contract: 1 year contract, renewable.
- Gross annual salary: 32.829.46 Euros + family supplement (€472 per annum per child/ maximum 4) - Expenses paid or per diem during missions.
- Holidays: 28 working days in the 2015.
- Location: flying position, home based.
- Start date: June 2015.
